FBBFK is governed by three bodies: the Assembly, the Board and the Supervisory Council. Day-to-day work is supported by the President, the Secretary General and the standing commissions.
The Assembly
The Assembly is the Federation’s highest body. It is made up of one representative from each member club.
The Assembly:
- sets the Federation’s general policy and decides on financial matters;
- elects and dismisses the members of the Board, the President, the Vice-Presidents and the Supervisory Council;
- approves the annual reports;
- decides on the admission, suspension and expulsion of member clubs;
- amends the Statute (by a two-thirds majority of members present);
- approves its own rules of procedure and those of the Board and the Supervisory Council;
- considers complaints and submissions.
The Assembly meets at least once a year at the Annual General Meeting. The electoral Assembly is held in the year of the Summer Olympic Games, that is, every four years. An extraordinary meeting is called when two-thirds of member clubs or the Board request it.
The Board
The Board is the executive body. It:
- manages the Federation’s administrative, organisational and financial affairs, as well as its property;
- implements the decisions of the Assembly and organises its meetings;
- organises all of the Federation’s activities;
- approves the annual competition calendar;
- decides on the national team’s participation in international competitions;
- proposes amendments to the Statute and approves most of the regulations;
- sets up commissions and appoints the Federation’s representatives.
Under the Statute, the Board has 11 members: the President, two Vice-Presidents, seven members and one member from the athletes’ commission. The term of office is four years. Men, women and minority communities must have equal opportunities for representation. The Board meets at least four times a year and takes decisions by majority vote. A member with a personal interest in a matter does not vote on it.
The President and the Secretary General
The President is elected by the Assembly for four years, for no more than two consecutive terms. The President represents the Federation at home and abroad, convenes and chairs the Assembly and the Board, maintains relations with state institutions, the Olympic Committee of Kosovo and the IFBB, and reports to the Assembly. The two Vice-Presidents assist the President and deputise in the President’s absence.
The Secretary General is appointed by the Board on the President’s proposal. The Secretary General runs the office, ensures that decisions are implemented and coordinates cooperation with the IFBB, the Olympic Committee and sports institutions. The Secretary General attends the Assembly and the Board in an advisory capacity only, without the right to vote.
The Supervisory Council
The Supervisory Council is elected by the Assembly for four years and oversees the lawfulness of the Federation’s work. It may request any document or information, and the Federation’s office is obliged to provide it. Its members may not hold any other position in the Federation: not on the Board, not on commissions and not as national team coaches. The Council elects its own chair and reports to the Assembly. Under its rules of procedure, the Council has five members.
Standing commissions
The commissions are the Federation’s operational bodies. At present they are:
- Disciplinary Commission
- Competitions Commission
- Judges’ Commission
- Complaints Commission
- Commission for the Selection of Athletes of the Year
- Commission for Coaches and Professional Development
The regulations also provide for an athletes’ commission. Commission chairs are chosen by the Board through a public call. Board members may not sit on commissions.
How clubs take part
- Each member club has one representative in the Assembly with the right to vote.
- Member clubs take part in the Federation’s official competitions.
- Clubs may propose additional items for the Assembly’s agenda. The invitation with the agenda is sent out at least 10 days before the meeting.
- The Assembly may meet only when more than half of its members are present.
- A new club applies under the Registration Regulations. The Board admits it provisionally, and the Assembly approves it by a simple majority.
- A club that does not take part in at least three official competitions during the year, or does not pay its annual membership, loses its right to vote in the Assembly.
